"프레스아리랑에 대한 언론자유의 탄압을 중단하라"- 재미언론단체성명
2018년 미국에서 창간된 인터넷 언론 매체인 프레스아리랑 박학봉 편집위원의 서울 자택과 제천 사업장 두 곳을 7월 18일 압수수색하면서 윤석열 정권의 언론탄압이 노골적으로 자행하고 있다.
압수수색 영장은 북의 사회주의체제의 우월성을 선전, 찬양하고 통일방안 및 통일노선을 지지하는 내용으로 국가의 존립 안전 또는 기본질서에 해악 또는 위해를 줄 명백한 위험이 있는 이적표현물을 제작 반포하였다고 기재되어 있다.
프레스아리랑은 통일을 지향하는 언론으로 시대의 숨결과 목소리를 담아내어 벅찬 통일의 미래에 대한 전망을 보여주어야 할 시대의 사명에 충실하려고 노력하였다. 반드시 하나가 되어야 할 우리 민족이 남쪽의 북녘을 잘 모르고 또한 외면하면서 조국통일을 앞 당겨올 수 있겠는가.
분단된 조국의 통일을 열망하는 남과 북 해외 우리 겨레에게 남북관계 및 통일문제 보도 제작에서 화해와 신뢰의 분위기 조성에 기여하고 불신과 대결의식을 불식하고자 언론의 역할과 기능에 최선의 노력을 하였다.
북녘의 소식, 학자의 논문이나 북의 언론매체의 기사를 인용 보도하는 것 그리고 간행물을 연재하는 것은 남과 북의 현실을 바로 알리고 상대방에 대한 올바른 이해라는 프레스아리랑 창간 목적에 충실했을 뿐이다.
이에 지난 7월 24일 오전 11시 서대문 경찰청 앞에서 인천경찰청의 압수수색에 대한 우리의 입장을 표명하는 기자회견을 가졌다. 이 자리에는 문화예술계 및 정당사회단체가 함께하여 성명서와 함께 날카로운 발언을 통해 윤석열 정권의 언론탄압은 정권 몰락의 길로 갈 것이라고 목소리를 높였다.
이 소식을 접한 재미언론단체는 프레스아리랑 탄압에 대한 연대의지로 성명서를 발표하였다. 다음은 성명서의 내용이다.

대한민국 정부에 경고한다.
당장 프레스아리랑에 대한 언론자유의 탄압을 중단하라!
우리는 대한민국 정부가 또 다시 철지난 국가보안법의 일부 조항을 내세워 미국에서 창간된 프레스아리랑과 관련한 두 곳을 압수수색을 자행하고 그 관계자를 재판에 내세우려한다는 사실을 접하고 경악을 금할 수 없다.
오늘날 21세기 인류사회에서 정치적인 관점이 다르다고 그것을 이유로 언론을 탄압하고 실행에 옮기는 야만적인 행위가 아직도 버젓이 존재한다는 사실을 우리는 믿을 수가 없다.
대한민국 정부는 국제사회의 거듭된 폐기지적과 요구에도 불구하고 국가보안법이라는 희대의 악법을 도구로 양심적인 지식인과 국내언론인 등을 탄압하는 행위를 즉각 중단할 것을 강력하게 요구한다.
더구나 프레스아리랑은 미국에서 창간 발행된 언론매체로서 인간의 언론자유 활동의 보장이라는 그 절대적 가치는 반헌법적이고 반인륜적인 전대미문의 악법 대한민국 국가보안법의 적용대상이 될 수가 없다.
만약 대한민국 정부가 이같은 프레스아리랑에 대한 노골적인 탄압행위를 즉각 멈추지 않을 경우 우리는 미국의 언론 및 정부기관, 인권단체 등 국제사회에 호소하여 대한민국 정부의 야만적인 언론탄압에 끝까지 대항해 나갈 것임을 천명한다.
이번 대한민국 정부의 국내 프레스아리랑 압수수색 폭거는 이 나라 헌법에 보장된 표현의 자유가 완전히 허울이며 인간의 자유와 행복을 추구할 자율적 권한을 전적으로 부정하고 침해하는 야만적인 국가폭력 만행이 자행되고 있음을 국제사회에 널리 알려주는 계기가 될 것이다.
더구나 프레스아리랑은 분단된 나라의 현실을 바로 알리고 상대방에 대한 올바른 이해라는 창간목적에 충실했을 뿐, 누구의 주장대로 노골적으로 <반국가단체나 그 구성원의 지령을 받은 자의 활동을 찬양 고무 선전 선동하려 한 행위>를 추구한 매체가 아니다.
대한민국 정부는 자신들이 이러한 우물안 개구리 관점으로 이념논쟁에 빠져 나라가 퇴보하는 사이에 국제사회는 비약적으로 발전하면서 앞으로 나아가고 있다는 사실을 명심해야 할 것이다. 국제사회의 거대한 지각변동에도 불구하고 대한민국 정부가 이러한 소아병적 이데올로기 망령에서 여전히 벗어나지 못하고 있다면 국제사회로부터 큰 비웃음을 면치 못할 것임을 알리는 바이다.

만약 이같은 정당한 요구를 대한민국 정부기구가 무시할 경우 우리는 미국의 정당 및 제 사회단체와 국제사회 기구 및 양심세력들에 호소 규합해 언론자유의 수호를 위해 끝까지 투쟁해 나갈 것이다.

Statement
We warn the government of the Republic of Korea.
Stop suppressing the freedom of the press against Press Arirang immediately!
We are shocked to learn that the government of the Republic of Korea is once again using certain provisions of the outdated National Security Act to raid and seize two locations related to Press Arirang, which was founded in the United States, and is attempting to bring its officials to trial.
We cannot believe that in today’s 21st century human society, there still exists such barbaric acts of suppressing and enforcing the press for different political views.
Despite the repeated calls and demands from the international community to repeal the National Security Act so far, we strongly demand that the government of the Republic of Korea immediately stop suppressing conscientious intellectuals and domestic journalists using the National Security Act as a tool of this unprecedented evil law.
Furthermore, as a media outlet founded and in the United States, Press Arirang’s absolute value of guaranteeing freedom of the press cannot be subject to the National Security Act of the Republic of Korea, which is an unprecedented evil law that is unconstitutional and inhumane.
If the South Korean government does not immediately stop this blatant suppression of Press Arirang, we declare that we will appeal to the international community, including the U.S. media, government agencies, and human rights organizations, to fight against the South Korean government’s barbaric suppression of the press to the end.
The South Korean government’s recent raid and seizure of Press Arirang in Korea will serve as an opportunity to widely inform the international community that the freedom of expression guaranteed by this country’s constitution is a complete sham and that barbaric state violence is being committed that completely denies and violates the autonomous right to pursue human freedom and happiness.
Furthermore, Press Arirang has only been faithful to its founding purpose of accurately reporting the reality of a divided country and providing a correct understanding of the other side. It is not a media outlet that blatantly pursues “acts of praising, encouraging, and propagandizing the activities of anti-state organizations or those who receive orders from their members,” as they are claim.
The South Korean government must keep in mind that while the country regresses due to its own ideological arguments based on this frog-in-a-well perspective, the international community is making great strides and moving forward.
